std的Pitch计算：
- 假设width 为4 units,最小金属宽度为 3 unit，通孔Via伸出长度为 2 unit.
- Pitch = 2[1/2(metal width)+Via overhang]+ metal-to-metal spacing. 则 Pitch = 11 units.
- Standard cell height = Pitch * (N-1) where N represents the number of tracks.则Height为 88 units.
